(Koto-ku, Tokyo; CEO: Phi Hoa), a management consulting firm specializing in Vietnam, held a meeting on Tuesday, November 8, 2022, with the State Capital Management Commission of Vietnam and the State Forestry General Corporation of Vietnam to discuss the future direction of business between Japan and Vietnam. Council Participants and Background
The Vietnam State Capital Management Board is an organization established to manage state funds invested in 19 of Vietnam’s largest state-owned enterprises. It is considered a government agency at the same level as a “ministry” in Vietnam. The State Forestry General Corporation of Vietnam, which participated in this council, as well as Vietnam Electricity Corporation and Vietnam Airlines are also member companies.
This CIPP was realized as a result of a visit to Japan by the State Capital Management Board of Vietnam. The purpose of this council is to confirm and discuss future business trends between Japan and Vietnam with ONE-VALUE Corporation, which supports Japanese companies entering the Vietnamese market.

At the end of the meeting, Mr. Do Huu Huy, Vice Chairman of the National Capital Management Board of Vietnam, spoke highly of ONE-VALUE’s efforts to connect Japanese and Vietnamese companies.

Regarding the aforementioned “how Vietnam can effectively attract Japanese companies to invest in the country,” Hoa provided the following analysis during the Council meeting.
He emphasized that Vietnam’s attractiveness lies not only in its stable politics and inexpensive labor force, as has long been generally agreed, but also in Vietnam’s high quality human resources.
In recent years, many Japanese companies have chosen to invest in Vietnam, Hoa added, because they see the country’s talented and diligent human resources as a valuable resource for developing international business. He also mentioned that Vietnam has the highest number of applicants for the Japanese Language Proficiency Test (JLPT) in Southeast Asia. This point was analyzed as the reason why Japanese companies are more likely to choose Vietnam for their overseas investments.
Council Conclusions
At the end of the meeting, Mr. Do Huu Huy, Vice Chairman of the National Capital Management Board of Vietnam, spoke highly of ONE-VALUE’s efforts to connect Japanese and Vietnamese companies.
Vice Chairman Nguyen Huu Huy also hoped that ONE-VALUE would promote seminar activities to connect Vietnamese state-owned enterprises with Japanese companies. He also hoped that Mr. Hoa would continue to propose to the Committee and government agencies suggestions for improving mechanisms and policies for Japanese companies to operate in Vietnam.
Conclusion
In response to this council, ONE-VALUE Corporation plans to hold several seminars on trade and investment attraction between Japanese and Vietnamese companies, especially state-owned enterprises, starting in 2023.
